ISP proxies are static and fast but look like home connections, which suits checkout. Residential proxies rotate through real home IPs and are billed per GB, which suits account creation and heavily protected sites. Datacenter proxies are cheapest and fastest but easiest to block, so they're best for monitors.

For retail products there's no law against them, but most retailers ban them in their terms and can cancel orders or close accounts. For tickets it's different: using software to get past an event's purchase limit is a criminal offence in the UK.
